Reproductive Health Bill that seeks to give teenagers independence in matters,Medical services

After a girl aged 12 gave birth last week, it may be time the government introduces sex education is introduced earlier in school or distributed contraceptive pills to girls in primary school.
This is because the current trends show girls are either getting sexually active at very young ages or they fall victim to inhumane acts of rape and molestation when still very young.

The Reproductive Health Care Bill 2014, sponsored by nominated senator Judith Sijeny which is yet to be tabled before the house is set to allow teenagers access health services without consent from their families.
Teenagers will now have access to birth control pills and condoms and other confidential health services from public hospitals, according to a new Bill,  if the bill is passed to law.
“In the provision of reproductive health services to adolescents, parental consent is not mandatory, “quotes the bill.
Access to information is also guaranteed to all adolescents in health institutions without charges,
“Health Cabinet Secretary and the Health Board will facilitate adolescents access to information, comprehensive sexuality education and confidential services”, says the bill.
In addition, the bill has states that any person can enter into surrogate parenthood as long as there is consent between the two parties and all legal aspects are observed.
However the does not allow a  surrogate mother cannot claim any form of payment from the commissioning parents.
“The bill allows for compensation of expenses that relate directly to the artificial fertilization and pregnancy of the surrogate mother, the birth of the child and the confirmation of the surrogate parenthood agreement”, stipulates the bill.
